Missing DLL files (API error)

Every time I launch certain programs, this pops up:


In this instance, it's Notepad on Windows 7. It only triggers when I try to save as, but not during other actions like saving or anything else.
I downloaded the missing file and moved it into the system folder, but then I just get another error saying yet another file is missing.
Then, once I finally drop this one... synch... file in there, Chrome won't even open. If I pull it out of the system folder, Chrome works fine again. How can I stop these errors from appearing and actually get Chrome running?

I honestly think you should run a repair on macOS—it might help fix those corrupted files.
