Motherboard issues

So here’s the build:
The specs are:

Intel Core i3

NVIDIA GeForce

asrock fm2a85 extreme4

graphics card from AMD (NVIDIA GeForce)

6 gigs of RAM

scythe katana 4 CPU cooler

lc power silent giant green power lc6650gp2 v2.3

When I boot up, the numbers on the debug LED start scrolling, but once they hit 9A, the PC just resets and loops over and over.
We already tried swapping out the PSU, so it's probably not that, and the GPU works fine in another rig.
Any ideas?

It hits C5, 36, 4F, 67, 79, 9A and then just restarts...

Maybe try pulling the RAM sticks out and just seating them back in again...
