Outlook spam folder issues

My Outlook has recently started dumping all those subscription reminder threads straight into my spam folder. Even when I click "Not spam" or try to report them as legitimate once I open them, they just keep heading right back to junk.

Does anyone know how to fix this?

I went into my settings and set up a filter so they’d land in my inbox instead, but they still show that annoying notification:
