Because it’s clearly an abuse of power, likely fueled by some personal grudge on the moderator's end. There isn't a single thing written here that justifies such blatant bias.

As a moderator, I can't just grant partial access; it’s a different matter entirely, and all the admins for this PDF would need to be in agreement first.
