So, can an automatic payment go through if my account is overdrawn?

Specifically, I'm asking about my Verizon bill and my Chase account.

As long as you still have funds available (meaning you're within your overdraft limit, not actually overextended), the autopay will clear.
That’s how it works at Bank of America, anyway.

If there’s enough cash in your account for the autopay, it goes through. If you're broke, they'll try hitting you again tomorrow and the day after, then they'll hit you with a late fee for the failed transaction $3.25.
