Lately, I’ve been seeing some super weird sites popping up in my Google searches.
Most of the time I have my language set to English, but it keeps happening anyway.

Just two screenshots here to show what I mean—even with English selected.

Is this some kind of virus, an issue with Google, my settings, or something else entirely?

Which browser are you using? You might want to check if some random plugin or extension moved in without an invite.

Maybe run a full system scan with Norton

Typing forum.com (Chrome, Google.com with English settings) yields similar results:

It looks like (Google's) translation of all results—likely because the option that works like this wasn't used:

'show only results in English'

so instead, all results are being shown
(but since the search language is set to English, non-English results are just being translated into English)

Chrome, fully updated. Only got AdBlock Plus installed.
Norton didn't find a thing, same goes for my antivirus

It’s not about some malware or messed up settings. That search query just pulls up next to nothing useful. You get a couple of decent hits at first, then it’s just pure garbage...
