What is this symbol?

So, here’s the situation. My girlfriend picked up a silver chain with a beautiful pendant while we were visiting Santa Barbara. The catch? Neither of us can figure out the specific meaning behind the design or what exactly it represents. We would be incredibly grateful if someone could help us solve this little mystery.
