Which PDF editor can do this?

Can someone recommend a PDF program that actually handles these tasks?
1 - I need to be able to Extract pages from a single PDF to save them as their own separate file
2 - I also need to Delete Pages when they aren't needed
I currently have "Adobe Acrobat Pro", "Adobe Reader 9", and "Foxit" installed on my machine, but for some reason, I can't find where these options are hidden. Any ideas?

How about just pulling a few specific pages out of a PDF and saving them as their own separate file? Is there a quick way to do that?
Is there a way to delete some pages?
I have Adobe Acrobat Pro, Adobe Reader 9, and Foxit Phantom installed on my machine, but I’m striking out. Is there any way to find that specific feature? I don't see it anywhere in any of these programs.

Shouldn't there be a way to handle this? I mean, surely within Foxit, there ought to be some functionality similar to Extract pages or Delete Pages?
Take a look at this...

That’s only an issue if the document is locked for editing.

So, here's the first few things that popped into my head:

• Adobe Acrobat
• Adobe Acrobat
• Adobe Acrobat
• PDF Shaper
