Curfew restrictions: Is it legal to leave your house?

I haven't been following the threads lately, so I'm just dropping in out of nowhere, but this might be useful to someone.
After being stuck inside for a week and a half, I finally stepped out to the local corner store and ran into a neighbor. We chatted from a safe distance, and while the police drove past us twice without any issue, the third time around, my neighbor actually flagged them down. He has a colleague who took her mother out to an island a few days ago, and they’ve been stranded there ever since. Given the earthquake situation, she wants to head back to Washington, D.C., alone to assess the damage. My neighbor was asking for advice on what she should do to get herself and her mother back.
The officer advised her to call 911, provide her Social Security number, and explain the circumstances so they can evaluate the next steps.
