Man, you’re way off. You’d actually be better off trying to trim those down as much as possible first, then bumping up the clock speed later. That is, provided your motherboard isn't running in sync mode.
Just fire up two instances of Prime95 and let the stress test run overnight. Simple as that.
Look, I managed to push mine to 400, but my timings are sitting at 2-3-2-6 (SuperTalent). Trying to run 2-2-2-5 just isn't happening, so forget about it.

It’s gonna take forever to cook at 2.2V. As for the motherboard (NF7), there are some versions out there that can actually handle up to about 240 (maybe even 248), but if you push it to that frequency, everything goes sideways—network card, sound card... even the PCI slots stop working, despite there being a LOCK setting in the BIOS (which is a total mystery to me).

The thing is, that Cooler Master isn't built for the Barton core. They'd be better off hunting down a 900U series, some Socket AM2 gear if they can find it, an SI-97, or maybe an SLK947 (and no, I'm not joking)

It's common knowledge that Zalman handles Intel chips better than AMD ones, mostly just because of how the die size works out.

Check out the overclocking forums or just ask some James Roberts87 types who have messed around with Sempron 2800 + before—I haven't personally touched one.

Yeah, sure, whatever you say. That was a total fluke, and even then, it was only while I was running Prime just to see if the thing would actually hold. While it was running, I was basically praying to every saint in the book that my processor wouldn't fry. Now, it's sitting pretty at a stable 2500 (and it's quiet, too).

I gave it a shot, but I’m having zero luck with 200x14 or even 2.1x V. It won't even boot DOS—thanks for nothing, really (just a bunch of "never seen this before" errors). Honestly, I think 2700 is the absolute ceiling for what this Thermalright SP97 can actually cool. And who knows, maybe my 430W Enermax is screwing me over by dropping voltage under a full load, or maybe it's something else entirely. Long story short, 2700 is the max I could squeeze out without even touching the FSB above 200. (Keep in mind we're talking about the 2500 version of the Mobile Barton, and I suspect it's an IQYnešto—but I'm too lazy to strip down the rig just to run SP97 and check.)

Hmm, I took a closer look at what "freak" wrote. Basically, he's saying:

I've had some luck myself (we're running the same NF7 V2.0 boards, though mine isn't voltage-modded, and I'm running stock NB fans, no heatsinks on the regulators, and no cooler on the SB) because my Prime95 runs fine at 200x13.5. Mind you, I only tested it for about 12 hours. I'll admit my temps were a bit higher than 43C—maybe around 50. (Oh yeah, I also have those TR SP97 heatsinks plus I cranked the Delta fan to hit 2700MHz, but I had to bump the voltage to 2.09V => the noise level was basically competing with a General Dynamics F-16 afterburner. So, I dialed the "machine" back to 200x12.5, swapped the fan for a standard 120mm, set the Enermax fans to minimum, and now it's chill.

It looks like the guy just got unlucky since his 2400FQQ4C needs 1.45V. There were some 2400 chips that ran on 1.35V, but they were incredibly rare (mostly found in European markets). Part of the issue with low overclocking potential might be this "IQZFA" thing that people rarely pay attention to when buying, even though it plays a huge role in how far a CPU can actually push. -> I think every single value from bottom-tier to top-tier has been posted over on the OC Extreme forums.
Bottom line: the fact that there's almost no difference between air cooling and an evaporator suggests the guy just didn't get a "good" batch of mobile chips. He could probably push it a little harder, though. I'm sure of it.

I’ve pretty much nailed the voltage scaling issue on my Abit (nf2), but I’m hesitant to touch the FSB. Last time I messed with it, my RAID array just completely tanked. Apparently, SATA is way too sensitive to FSB bumps, so my only move left is cranking the multiplier. I managed to hit 13.5X at 200FSB (2.7). Once I pushed to 2.8, I started getting these weird boot errors—classic Windows behavior. If I were still rocking an old IDE drive, I’d probably risk playing with the FSB a bit more. I even picked up those Zalman heatsinks for the voltage regulators; I just haven't grabbed a passive one for the Southbridge yet.
