Alternative ways to handle an unsolvable result

My logic here is centered entirely on maximizing the probability of actually seeing a goal scored.
If the score remains tied at the end of regulation, we would head into a ten-minute overtime period played with ten players per side. Should the deadlock persist, a second ten-minute overtime would follow, this time with teams reduced to nine players each. If we still haven't found a winner after that second stretch, we’d move into a final, third ten-minute overtime played with only eight players on the pitch. Of course, if the score is still dead even after three extra periods, we’d go straight to a penalty shootout just like we do now.
The number of substitutions would remain capped at five, regardless of any lingering COVID-19 protocols.
