Until it dies. Read an overclocking guide and you'll realize there's no way to predict how far a specific CPU can actually be pushed; it all depends on a massive amount of variables.

400W indicates the total power supply capacity, measured in watts.
20A represents the maximum current that an individual power rail can deliver.

Grab the Radeon HD 4870 without a second thought, or go with the GeForce GTS 250—which is basically just a rebranded 9800 GT anyway.

Just grab a used ATI Radeon 9600 for about a hundred bucks and save the rest of your cash. You'll need it for a full system upgrade later anyway, since there's really no point in pouring money into this rig now.

Out of those three cards, the ATI Radeon HD 4850 is definitely the way to go.

I’d just go with the Radeon HD 4770; its performance holds up against the ATI Radeon HD 4850 quite easily enough.

The 9600 is ancient and a waste of money, though these "new" NVIDIA cards aren't exactly groundbreaking either.
The Radeon HD 4830 isn't worth it because you can get a much stronger Radeon HD 4770 for basically the same price.

For the chipset, stick with an Intel one—P35, P43, or P45.

@Many, honestly, it would be smart to grab whatever cheapest dual-core processor you can find first, then worry about the GPU. There's no point in having a powerhouse graphics card if your CPU is holding everything back.
The HD 4670 is a decent choice, but don't expect to play anything at native resolution.

Clearly, if you're looking at the monitor, it might actually make sense to shell out a bit extra for the Radeon HD 4770.

Otherwise, the main difference between the Sapphire and Gigabyte models comes down to the bundle and the cooling setup, though both manufacturers will keep the card running just fine.
As far as memory goes, the 1GB version isn't worth it—there's no real performance jump to justify the cost.

Not worth it... you can grab a 320GB 2.5" drive for that kind of cash already.

And yeah, it’s all just Chinese or Taiwanese brands anyway.
