Here is another handful of films for those who might be interested:
Manderlay (Sad)
Forest of Lament/Mogari (Japanese)
Pan's Labyrinth (Spanish)
Cure/Priest (Japanese)
Kamikaze Pizzeria/Wristcutters: The Love Story (Sad, directed by American filmmaker Goran Dukic)

I won't bore you with an exhaustive breakdown, so I'll keep this brief:
In my estimation, French cinema is hands down the absolute best!
We also cannot afford to overlook Spanish or Japanese filmmaking (why weren't they included in the main poll instead of being relegated to "other"?), nor can we ignore American cinema; while it certainly churns out the most garbage, it still produces some truly excellent films—even if you frequently have to dig through layers of Hollywood trash to find them😠)!
Of course, we shouldn't dismiss the films from the former America either; back then, at least, we actually held some weight on the global cinematic stage🙂!
