Curfew restrictions: Is it legal to leave your house?

If you look at the big cities, there isn't some massive outbreak happening. You have 100,000 people moving around, yet only maybe 5 to 10 new cases a day...
And is it really okay to lock down a house? Sure, let's just leave it unsupervised for three months and let them break in 26 times. By the time you get back, there won't even be any doorframes left...
Then I read about this official over in a small town near the coast who refuses to issue passes. 250 people asked, and she won't even hear of it. Her stance is basically that outsiders shouldn't be moving into her town and bringing Corona... does this even need more commentary? She’d probably rather kick out the workers at the oil terminals just because they're walking through her town, stopping at the pharmacy, or grabbing lunch at a local deli (which, by the way, isn't even under her jurisdiction). If we can't dock a tanker, the US will be out of fuel in ten days... so who's actually the crazy one here?
You heard that wrong. They've actually issued 192,000 e-permits in just two days.
