Exception: It isn't a safety if a player—situated somewhere between his own five-yard line and the goal line—does the following:
(a) snags an interception or a fumble; or picks up an opponent's fumble or backward pass; or catches/recovers a kick; and (b) their initial momentum drags them straight into their own end zone; and (c) the ball stays behind that goal line and is ruled dead while in their team's possession. This even covers a fumble that bounces from the end zone back into the field of play before going out of bounds (Rule 7-2-4-b-1).
In conclusion: Kansas State actually met condition (a) under the "Exception" clause by recovering a kick between their own five-yard line and the goal line. However—and this is where the logic falls apart—they failed to meet condition (b), because the ball never actually drifted into the end zone due to momentum: The Wildcats were responsible for the backward run and lateral that resulted in Chapman being tackled behind the line themselves.
