I haven't pulled the trigger on a used PC yet. I could use some advice regarding graphics cards—can I upgrade the GPU in both a Dell and an HP? I just want to play some older games like Sand and things like that.

My five-year-old HP Pavilion g7 is acting up. For the last month, it hasn't been starting on the first try.
When I hit the power button, everything seems to kick in—I can hear the fan spinning, the disc drive whirring, and the Wi-Fi, Num Lock, and power lights all glow. But the screen stays pitch black. Everything is just frozen.
I’ve realized that if I leave it sitting there with the black screen for about half an hour, it eventually works. It’s like it needs to warm up; after I cycle the power a few times, it finally boots normally. If I step away for thirty minutes and it slips into sleep mode, I'm back to square one and it won't wake up.
Once I actually get it running after those initial attempts, the laptop works perfectly fine without any glitches, at least until I shut it down again. No freezing or anything weird once it's up.
Any idea what might be causing this startup issue?

This computer comes with Windows 7 Pro pre-installed. The original Windows key sticker is attached directly to the PC case.

Every time I boot up my HP Pavilion, the screen just cycles through colors—red, blue, green, white. Does anyone know what might be causing this? Any help would be appreciated!

Just got an enforcement notice from a notary regarding some unpaid HOA fees. I have eight days to settle the debt along with the notary fees and the legal costs the association hired to collect the money. Quick question: if I pay off the full amount, who exactly am I paying the notary and lawyer fees to? Also, I haven't seen much on here about what happens after you get this kind of notice—once everything is paid up, does the process just stop automatically, or do I need to send proof of payment to the notary myself? Thanks for any help!

Also, do I need to be a certified educator myself, or can I just hire one to work for me? Regarding the location—does the space need to meet specific commercial building codes, or would it be okay to run this out of my house if I have a backyard?
