I don't see any issue if the law was just transcribed straight from the Federal Register.
I mean, at the end of the day, she could've just gone to a public library or something and copied—or like, printed out—a specific law.

If you want to shove all your data into a single column—say, Column A—let's assume your info is currently spread out across Columns A through E.
The data headers are in the first row, so your actual info runs from A2 down to E100. Just pop a formula into cell F2 and drag it down as far as you need to cover the rest.
Check this out: `=INDEX($A$2:$E$100, MOD(ROWS(F$2:F32)-1, ROWS($A$2:$E$16))+1, INT((ROWS(F$2:F32)-1)/ROWS($A$2:$E$16))+1)`
Grab the whole F column. Select F => Copy => then hit Column G and do a Paste Special => Values. Boom. Now all your data is sitting right there in column G.
Delete columns A through F. Now what used to be column G is sitting right where column A was.
If you don't want to deal with manual copying, just run a Macro. So, how do you even deal with MacroOrders? Check out the link.
HEADS UP!Do this on a copy of the file. Once you run the MacroOrder, there’s no Undo.
First thing you gotta do is grant permission. Running the MacroOrder In Excel. Now you need to... Just drop in Module1.Just drop this Macro into the sheet where you need everything moved, run it, and it'll stack all those data points into column A, one right under the other. Simple as that.
Alright, once you've got everything ready, just right-click the sheet tab where that data lives and hit View Code.
[edit:] Select on the left side
Module1 Just paste this Macro below code : Sub OneColumn into the right side of the VBE.
Code:
Macro below code : Sub OneColumn
Dim Last_Row_A as Long dim Last_Col as Integer dim i
Dim I, J As Integer
Last_Row_A = range("A" & Rows.Count).End(xlUp).Row
Last_Col = Cells(1, Columns.Count).End(xlToLeft).Column
For j as Integer Last_Row_A = range
Last_Row = Cells(Rows.Count, J).End(xlUp).Row
Range(Cells(1, J), Cells(Last_Row, J)).cut Cells
Cells(Last_Row_A + 2, 1).select ActiveSheet
ActiveSheet.Paste
Last_Row_A = range("A" & Rows.Count).End(xlUp).Row
Row Next j Cells
Cells(1, 1).select
select end Sub
Get back into that specific Excel sheet, hit ALT+F8, and just run the Macro below code : Sub OneColumn.
Alright, all the data from the other columns has been dumped into Column A, stacked one after another, complete with headers.
