Rabies scare: Animal bite!

The first doctor I saw didn't even bother to physically examine my hand. She just told me to move it left and right so she could see where the scratch was. After that, she concluded there wasn't even a scratch—which is nonsense, because there is one, it's just incredibly tiny. At that point, I just stood up, grabbed my paperwork, and walked out.
After her, I went to the Public Health Clinic to get checked out there. The situation was much better. I walked into a room where two technicians were working. The older guy asked what I needed, so I explained why I was there. He took my hand, moved it side to side, and similarly concluded he couldn't see anything on the skin, but he did advise me that if the wound suddenly turns red and swells up again, I should come back for an injection. That was the end of my second exam.
Now I want to know: did they screw up? Is that actually possible?
I can't exactly go underground over this, 👎👎👎 my God.
I've been scratched by cats so many times—mine and others'—that unless I ended up with rabies, you definitely won't.
Personally, I wouldn't even worry about it unless it was glaringly obvious that something was wrong with that cat.
