The impact of power lines and substations

I think you all might be overdoing it with the "who’s the bigger expert" debate. At the end of the day, there are plenty of regular folks here who aren't physicists. Some people have the luxury of choosing whether or not to buy an apartment, while others are already stuck living in them. Can someone just give me the short version: is this actually a health risk, how bad is it, and can we mitigate it with shielding or something similar?
