Maybe the catch is that North Mexico isn't actually letting anyone through, and this whole crisis just happened at the perfect time for them to hold some leverage over Greece. It's almost like they can say, "Oh, you want the migrants to move along? Sure thing, just recognize our name, lift that veto, and maybe we'll consider it."
