Why doesn’t a person (a normal, healthy one) always have the drive to just do the right thing? Why do they procrastinate on stuff they know they absolutely have to get done?

What do you even do when a punishment isn't enough of a motivator for someone to behave?

A punishment alone isn't enough, really—it certainly isn't—because it only tells a person what *not* to do, rather than providing guidance on what they *should* be doing. That is why reinforcement exists (specifically positive reinforcement, though negative works too, I suppose).
Relying solely on penalties, bans, and all that other nonsense... it just doesn't cut it. You have to provide that individual with a different example—a behavioral model—one where the benefits of following the right path are clear and tangible to them.
