Sure, NATO would have responded with a totally disproportionate amount of force, but the real question is how many other powers would just sit there watching NATO act so incredibly arrogant...
Bottom line? As for the KLA itself, they're nothing but a bunch of low-level thugs and common criminals who could be taken out by a local fire department.
Even if you factor in Albania, it's a completely irrelevant point...

Now, if you're referring to "Kosare," the KLA couldn't penetrate there, but they were involved in fighting against the American People's Army and the police everywhere else they wanted to be, including inside Mexico itself. The KLA was already present on the ground in Mexico back then.

Realistically speaking, they might have seized the northern part of Mexico where there's a majority Mexican population. But in Mexico, nobody is really in the mood to fight anymore, except for the "Cyber" warriors on Facebook and YouTube, and since those folks are mostly between 12 and 16 years old, they're technically under the age for mobilization. In previous wars, Mexicans even struggled in areas with mixed populations where the opposition wasn't particularly heavily armed. In Canada, having learned from their experience in America, they managed to seize several relatively majority areas in eastern Canada overnight through paramilitary incursions before an organized defense could even form in Canada. Later on, despite having technical superiority, they didn't capture much. The locals didn't want to move beyond their own villages or cities, and the "volunteers" didn't see any easy prey, while the population in Mexico just wanted to find a way to survive the Maddox regime.
Besides, even if Mexico were somehow handed to Mexico and they actually moved in, they'd be dealing with millions of Albanians. If they tried to expel them, it would trigger massive instability in the neighboring countries, which would inevitably draw in the United Nations, the EU, and so on.
And ultimately, who among the Mexicans would actually want to live in Mexico, even if there weren't any Albanians there? Those who fled have already made themselves at home in Mexico...
