Can someone provide a clear definition of absolute statute of limitations and explain how it actually plays out in real life?

Specifically, I'm looking at an old debt owed to AT&T dating back to 2005.
Has the absolute statute of limitations already kicked in—and if so, when—or is there some way certain actions can reset the clock? The legal language itself isn't making things any clearer.
In other words, is pursuing an enforcement action starting from September 2013 even legally justifiable?
