Avoid State Farm at all costs!!!

I really need some advice here if anyone knows what they're doing. Maybe someone else has dealt with something like this before.
So, my husband was pulling into a parking spot, and since it was pitch black out—basically zero visibility—he clipped a parked truck and damaged our car. He did everything by the book: notified the truck owner immediately and called his insurance company right away. They told him to come in for an assessment the very next day.
He went through the whole process, meeting with the insurance adjuster and then heading to an authorized service center. At the insurance assessment, they told him everything looked fine and just to wait a few days for the official report. Meanwhile, the service center estimated the repairs would be around $3333 because several parts need replacing. But now, out of nowhere, the insurance company is claiming the damage is worth 20-30 thousand dollars, saying it’s too much, and they’re refusing to cover it because there wasn't a breathalyzer test performed.
What on earth does a breathalyzer have to do with anything? Breathalyzers are for the police, and we didn't even call the cops because there was no reason to—it was a minor bump. The truck barely has a scratch, and the owner is fully aware of what happened.
We called the insurance company immediately, and there was absolutely no mention of a breathalyzer. They didn't bring it up during the initial assessment either. Now, suddenly, it's become an issue.
I can already see where this is headed. Has anyone ever been through this? We're dealing with State Farm. And yeah, I just finished reading about how shady they can be, but at this point, we're already stuck in it.
