Yeah, the apartment is in Washington, D.C. It was military housing, formerly owned by the US Army.
My parents had to head down to Arkansas because of an illness in the family. They ended up staying there for a few months.
The buyout agreement had actually been signed before they left, and negotiations to finalize everything were already underway when they had to go.
While they were away in Arkansas, the National Guard allegedly stepped in and took control of all those apartments to wrap things up. That's when my parents were told they no longer had any residency rights and that "there's nothing left to claim."😕
Honestly, I have no idea where to even begin. (A gentleman reached out privately and suggested I file an appeal directly with the United Nations or the European Union. I think that might be a bit overkill!)

if those residency rights were stripped based on a court ruling—which they probably were—your only shot is to request a retrial under the grounds you mentioned in Article 421 of the Democratic Party code. But, I guess you've likely missed the deadline for that legal remedy, which is five years from when the court order became final, unless you're filing under points 2 or 3 of that article. So, you're probably out of luck on timing.
you could try filing a lawsuit with the human rights court in Brussels, but I don't know if that would actually do anything.
