You should open a foreign currency account where you can deposit any currency, and then it just converts into USD or whatever else you pick when you set it up
If you're planning on receiving payments in dollars, I’d suggest going with USD

The whole point of the account is to hold various currencies, but the conversion isn't "free" in the way you might be thinking. When you swap one currency for another, they're still going to use the exchange rates—basically selling you one currency at the buy rate and letting you buy the other at the sell rate. Honestly, though, don't sweat it too much because you can just hold multiple currencies in the account at the same time.
I'm not totally sure what you mean by being "obligated to do something." You can only spend what's actually in there; it's not a credit account or anything where you can run a negative balance. So, I guess the short answer is: you can spend exactly what you put in.
