Do I really have to download the file, make changes, and then re-upload it to Dropbox every single time just so everyone sees the update? Or can someone just fill it out online if their computer or phone has the right software installed? We're doing field work, so I need the process to be fast—find the doc in Dropbox, enter the data, hit "save," and have it automatically stay there for everyone else.

A lot of what you wrote doesn't make much sense.
It sounds like you've never dealt with this kind of software before.
Think of a Dropbox folder like an online hard drive. You open a file, edit it, and when you hit save, Dropbox handles the upload in the background.
The catch is that once one person opens a file, they basically take control of it. If two people try to edit the exact same file at the same time, Dropbox will just create a duplicate version to prevent data loss. It gets pretty messy if you have 30 people trying to hammer away at two or three documents simultaneously...
