Is camping in the left lane of a two-way residential street legal?

I suppose I don't quite understand the question? I guess my specific situation was when there was a line of traffic stretching across both lanes. One lane was moving at maybe 50 miles mph. Since the guy was already flashing his lights, I sort of squeezed into the right lane for just a second and then pulled back in behind him, mostly because the left lane seemed to be moving a bit faster. I really don't see any issue with 🤷

maybe his dad should just buy him a racetrack so he can speed around however he wants.
What I am talking about are those instances where you have one car here in the right lane and some slowpoke over in the left... and then someone fast comes along, but those two ahead of you are driving parallel to each other while the road ahead is completely empty. In those kinds of scenarios, I feel like you have to be an idiot if you don't move over.
I don't believe there is a specific written rule covering every nuance, and I think everything really just depends on the individual situation, which is why I find comments like "I never move over" or "you must always move over" to be somewhat silly. Of course, it isn't always necessary, but realistically, there are moments where you end up looking like a fool if you strictly follow that "I have every right to stay in the left lane and I couldn't care less about anyone else" philosophy.
