Actually, that wasn't even my laptop—I tend to guard my computers like they’re my own personal treasure... I'm pretty protective of my gear!
It just happened to show up at the repair shop... but man, you learn something new every single day... there's always some new tech trick out there to discover! ;-)

I ended up formatting the drive using a bootable tool, though honestly, any decent utility would’ve done the trick—the main thing is just making sure you don't select "quick format."

It was so weird... I kept trying to stop certain services, switching them to manual or disabling them entirely, but for some reason, they just kept springing back to life on their own.
It was this endless loop! I’d shut everything down, run my checks, and everything looked fine, but then—bam—one click later and the whole system starts acting up again. It actually took quite a while before I could finally see that they were staying off!

Anyway, performing a full, honest format of the disk totally fixed the issue!
It looks like the computer had picked up some kind of stubborn junk that a standard quick format or basic software just couldn't wipe away...

Sadly, it’s not...

If you run RESMON through the command prompt, you'll see the CPU and disk usage---it looks like those System files are absolutely devouring my resources... my RAM jumps straight up to 3 out of 4 GB, and the CPU hits 100% and just bounces around between 70 and 100... especially when I try clicking on Chrome....
Even after I shut everything down, it takes a little while for the whole system to finally settle back down....

Any ideas????

What am I actually accomplishing here?
I’ve reached my breaking point with this thing—I tried everything suggested, but the CPU usage is still absolutely spiking out of control...
So, I guess my next move is to just do an honest, deep format of the drive using some dedicated software... maybe that'll finally do the trick...

Honestly, I'm just spinning my wheels at this point.....

I grabbed all the necessary drivers directly from the official Dell website.
I even ran the Dell support tool to scan my system, and everything looks fine—the only things missing are the camera drivers, but honestly, I never use the webcam anyway...

To recap what’s happening here;
Everything with my processes and services seems totally normal.
I’ve run several different diagnostic tools on the system multiple times, and they all give me a perfect score.
But even after doing a completely clean install of Windows, I'm still dealing with this same mess...
Both the drivers and the OS are fully up to date.

So, basically, Windows boots up perfectly fine, everything looks great. But the second I start clicking around, my CPU usage spikes straight to 80 or 100%...
And keep in mind, this is just Windows itself, without any extra components, software, or third-party programs installed.

Maybe instead of just doing a quick format, I should try wiping the drive using something more heavy-duty like Norton Ghost? I know some programs have a secure wipe option...
I read somewhere on a Cisco forum that certain viruses can actually survive a standard quick format...

Basically;
I've got this one laptop here that’s constantly hitting 100% CPU usage. It's just stuck there...
The usual routine, right? Running virus scans, hunting for spyware, checking for malware...
I went ahead and disabled all those unnecessary services, poked around the hidden ones too...
I even tried running multiple different diagnostic programs, including everything in Safe Mode....
And still, the CPU stays pinned at 100%....
To be specific, when I first boot up Windows, it looks fine for a split second, but the moment I touch anything on the screen, it just locks up at 100% usage.

Eventually, I just lost my cool and decided to go for a full fresh install—formatted the drive, wiped everything, installed all the latest drivers, the whole nine yards.

But get this: after the brand new installation, the CPU is back to 100% again!!!!

The machine is a Dell Latitude, and I've already experimented with both 64-bit Windows 7 and 32-bit Windows 7....
I ran some hardware diagnostics as well, but nothing came up flagged. No errors found.

At this point, I'm honestly at a total loss as to what else to try....
