I don't know how things work in your neck of the woods, but I personally refuse to walk around my own place wearing earplugs—especially when I'm paying top dollar for the property—just because someone else can't bother to be considerate.
Having a dog in an apartment overnight—honestly, I don't see the issue. And I really don't get why people make such a massive scene about it—like if someone says a barking dog means the owner should be thrown in jail. It’s ridiculous. It’s almost like saying they should be roasted on a spit or something. ☕

If a dog is the barking type, it shouldn't be in an apartment where neighbors might be bothered by it. Apartments and houses are primarily designed for humans—animals can live there too, provided they can adapt to that lifestyle. If they can't, then presumably they should move out, not the neighbors.
