The regulation stipulates regarding driving behind the safety car:

Drivers are prohibited from driving at an unnecessarily slow pace, behaving erratically, or operating their vehicle in any fashion that might be considered potentially hazardous to fellow competitors.

If Lewis Hamilton isn't penalized here, then I truly fail to see the point in following this sport anymore.
Meanwhile, one could argue that Sebastian Vettel ought to receive a penalty for his unsportsmanlike conduct.

Lewis Hamilton slowed down exactly within the permitted limits. It was entirely legitimate.

There’s a massive difference between setting the pace and slamming on the brakes just to force the cars behind you into a mess.
