Does anyone actually oversee the moderators?

I’ve gotta ask—is anyone actually overseeing what the moderators are doing here?

Look, I’m in these chats all the time, minding my own business and staying respectful, yet somehow I still end up getting hit with penalty points.
The thing is, there aren't even any posted rules for chat conduct—which, by the way, is incredibly unprofessional, especially if a moderator is the one who opened the chat in the first place.
If a chat is meant to be private, then for heaven's sake, make that clear somewhere.
A moderator shouldn't be allowed to block a user from messaging another member just because they have some personal vendetta or simply don't like them... they really need to maintain some level of objectivity.
If someone is actually breaking the rules, fine, I get it—but since they didn't even bother to lay out the rules in the introductory post...
Censorship is never the answer.
