Are you sure you transcribed that correctly? Because that is some incredibly awkward English. A bit more context would definitely help here. It could be phrased this way instead:
The operation concluded without identifying or arresting any suspected immigration offenders.

For illustration:
WE found no suspect AT The location.
There was no water in the glass.
This operation resulted in no arrests.

However, in standard American English, it would more naturally be expressed like this:
This operation did not result in the identification and arrest of suspected immigration offender.

Unless they were intentionally muddying the waters with hyper-formal language just to leave you confused.

Is there anyone out there who can help? I’ve been assigned this task to go through about 50 pages of some English text—it's from a book called The Effective leadership Guide—and then put together a PPT.
I'm actually a bit stumped on the best way to phrase "Effective leadership" in my head while working through it... any thoughts on how to capture that essence properly?
