Is it too late to start boxing at 17 or 20?

If you’re aiming for a career in this—it’s a possibility, though far from a guarantee.
If you’re just looking for a hobby? Forget about it.

What’s your deal? I know plenty of people who hit their stride at 23, 24, or even 25 without any issues at all. If you actually want to put in the work and train, then just do it.

Thanks... also, can anyone tell me if there's actually enough time to pull this off while simultaneously grinding through a differential equations course?

It’s not just about whether you can find the time to study—you actually have to be smart enough to pass that program!
