How to clip a video directly in a browser?

There are several YouTube videos out there that run over two hours long. I need to pull just a tiny snippet—about three minutes—from each one, but I really don't want to deal with the hassle of downloading massive files just to trim them down in an editor.
I know for a fact I stumbled upon a tool online last year that handled this perfectly.
You basically just paste the URL, specify the exact timestamps for the start and end points, and it downloads only that specific segment:
The problem is, I can't for the life of me remember the website address.
Does anyone happen to know a site that does this?

I have tested all three options, yet none of them provide the ability to download a specific clip from a video.

I’m having zero luck with this. Every time I reach the final step, I get an error message stating, "ClipConverter is not available for videos containing music."
I have tested five different videos from YouTube, and they all trigger the exact same message.
I simply cannot figure out what the issue is.

Look, you really have to do some digging on Google. A ton of these kinds of tools have been blocked. Or, you know, just download the whole video, trim out whatever part you actually want, and delete the rest...

I don't know, I just can't bring myself to download those massive videos just to get one tiny clip, especially when they're all two or three hours long.
I wouldn't be stuck like this if I hadn't been using a site that let me pull any specific segment effortlessly, but I was careless and didn't save the link.
