How to track a zombie outbreak?

Inspired by this article on arXiv, I wanted to pose a question to help flesh out a concrete methodology for tracking zombie populations. It seems like the current approach loses its effectiveness as the zombie count rises and the percentage of living humans drops. Plus, we have to account for dead phone batteries and the high likelihood of cellular and landline networks collapsing entirely.

Are there any other complications I might be overlooking? Do you have any suggestions for better research methods?
