Best software for making cloud shapes or circular images?

Help! Does anyone know a program that can turn an image into a different shape, like a cloud or a circle?
I was thinking if I could just select a specific part of the photo and then use a "crop" tool to turn it into its own new image.

(I'm looking to print a picture, but not necessarily in a standard letter size).

Thanks for the help, but could I get a little more guidance?

I can create various shapes, but whenever I try to use the crop tool, it just keeps defaulting to a square.
How would I go about cropping something into a specific shape, like a cloud?

And how exactly is he supposed to know what you want to select? 😁
You can grab a selection using the Lasso tool or the Marquee tool—and just so you know, there’s an ellipse option too, if you click that little arrow under the square icon...
Once you've got your area marked, don't go hitting crop immediately—instead, hit "Select Inverse" and then just smash delete.
