Well, you've got Russian long-range air defense covering them from above,
and then there's the medium and short-range Russian air defense sitting right there within the convoy if they try to strike from a lower altitude.
The Russians probably face similar hurdles; they likely don't want to risk their jets, especially since everything is probably so uncoordinated right now that they might be terrified of their own defenses accidentally taking down their own planes in the chaos. I'm sure there are plenty of tactical military reasons on both sides keeping things quiet.
Drones, on their own merit, probably have a much smaller radar profile, which might let them sneak around those border areas where the fighting is happening. At least, that's my best guess.
