It keeps popping up right after I install the HP software for my Canon image scanner.

Well, it looks like the installer is trying to run on Flash, and since Adobe disabled Flash at the start of the year, you're kind of stuck. I guess you'll just have to hunt around for some alternative workaround that might actually function for you.
