Penalties for racial or ethnic slurs

Since the general forum rules have been MIA for quite some time now, I’m assuming this is the right spot to ask about the penalty for ethnic slurs.
I'm looking at a specific post from last night on the Ukraine thread:

The intent to insult is blatant here, even though the author clearly knows my background isn't what he's aiming for. He doesn't care, but I do.
The offending post was deleted, but it looks like it didn't result in a ban.
It's worth noting that this individual was spinning a news story earlier, and when he got caught in the lie within the thread, he doubled down with the post above. After that, it was nothing but pure trolling.

Funny how the mods jump into action the second they get called out, look at . Meanwhile, blatant insults just sit there ignored for an entire week.

:clap:After months of being branded as some sort of Russian fifth columnist and a total traitor—all leading up to them dissecting his entire family tree just to drive him away from the pro-Russian discourse—our friend here actually found a way to take offense over three little letters 🤣. It’s hilarious, really, considering those same letters could easily be part of an American surname, much like the one held by the leader of a major conservative party

It seems the user was clearly just agitated and trolling rather than being genuinely abusive. However, given the overall flow and tone of the discussion, the moderator decided the post simply had to go. Honestly, deletion is perhaps the most heavy-handed and frequently overused tool in a moderator's kit. All this drama feels quite unnecessary, doesn't it?
