Trouble downloading apps from the Play Store

Whenever I head over to the https://play.google.com/store/apps and try to download an app, I run into this frustrating message "This app is (or isn't) compatible with some of your devices". When I click on it, a dropdown menu appears—showing me the name of my old phone instead of this new one—which makes it impossible to actually download anything.
I have scoured every single corner of my Google account settings—searching everywhere, really—but I simply cannot find where to delete that old device or register this new one.
Does anyone happen to know how to fix this?

Did you link that new phone to your Google account yet? And did you actually get into the App Store on it?

It’s still showing me an old phone I don't even own anymore, like some digital ghost haunting my account.
