Bald spot/patch in my hair

Greetings. I’ve encountered a bit of a biological conundrum—there is a specific patch on my scalp where hair simply refuses to grow, though the cause remains entirely elusive to me. There is this faint, reddish discoloration present. It doesn't itch under normal circumstances, but if I happen to touch it—which, admittedly, I do more often than I should—the area swells slightly and begins to feel quite itchy. What steps should I take to encourage the regrowth process in that particular spot?
