I’m looking at these two monitors because they hit the sweet spot for both price and size, but I’m having a hard time deciding which way to go. The Philips is definitely easier on the wallet, while the Samsung looks a bit more sleek. My main question is really about long-term quality. I’ve actually been using an old Samsung for five years now and it’s still going strong, so I know they tend to be pretty reliable... but what do you guys think?

If you can scrape together maybe another $100200 bucks, I’d strongly suggest picking one of these three models instead

Samsung Odyssey G7
Dell UltraSharp
U2312HM

They usually run about $433$250 or so higher, but honestly, I personally use the Dell UltraSharp and I have to tell you, the image quality is just stunning, and those viewing angles are massive. See, the thing is, these feature an e-IPS panel, which is lightyears ahead of that pathetic TN panel found in those Samsung or Philips options you were looking at in that price range.

To put it bluntly, if it comes down to my three suggestions versus yours, I wouldn't touch any of your picks, because the difference between a TN panel and an e-IPS panel is basically night and day.

Those three monitors are fantastic for gaming and for watching videos or editing photos since the colors are actually accurate—I spend quite a bit of time playing Call of Duty 4: Modern Warfare online, so I know what I'm talking about. Plus, they come with a three-year warranty rather than just two.

Now, if you're on a really tight budget and don't want to spend the extra cash, I suppose in that specific low-end bracket, it almost doesn't matter which one you grab since they all rely on a TN panel anyway. In that case, just pick whichever one looks better to you or offers a longer warranty.
