How to Dress Well is actually the project name, while "Decisions" is the track itself. As for Yuksel Arslan, I don't think he's singing—pretty sure he's just the guy behind the music video, though this clip is basically just a static visual for the song.
It honestly sounds like if a band like Radiohead or maybe even Sigur Ros decided to record an R&B/pop track, or like OneRepublic went for something way less commercial.😛
