Looks like it's a total mess

So I’m basically just gaming and chatting on Skype when—bam—total freeze.
I sit there waiting for a bit, but nothing happens. Not even Ctrl+Alt+Del, nothing. I even hit the physical reset button on my tower... but then the PC tells me it didn't shut down properly and throws those options at me: Safe Mode, Safe Mode with Command Prompt, or Normal Startup. Since it keeps saying the system failed to load, I tried selecting "Normal" first, but nope, it won't boot. So I go back into that menu, try "Startup Repair" like a pro, and still... nothing. It just won't boot up. I loop back through the same steps, try repair again, and still dead in the water. Then it asks if I want to send a report or just "Don't Send." I picked "Don't Send," and the thing just shuts off.
Should I just wipe the drive and format everything?

Is this a software glitch or a hardware issue? To start things off—maybe try booting up in Safe Mode... When was the last time you ran a scan with an anti-malware tool? You could try running Malwarebytes (assuming you can actually get into Safe Mode, of course). Also, when was the last time you gave your PC a good dusting?

The guy above can't describe the issue, and you clearly can't ask the right questions—given why you even bothered replying to a post like this.☕

Fine, maybe he just needs someone to talk to—just aimless chatter that solves absolutely nothing, especially regarding technical troubleshooting—to prevent him from spiraling further.

Is it really that hard to grasp how a "report" would even be sent? To whom? Via what medium? Does a spider carry the mail?
What OS are we talking about? How "deeply" did the system actually engage (did the BIOS prompt for the report, or was it the OS... and does the OS even prompt if its own connection requirements aren't met)? etc., etc.

I tried drafting a longer post earlier this morning, but it just wouldn't post for some reason...
Anyway, I'm back from my trip, sat down to fire up my PC, and everything seems to be running fine now—typing this right on it. It might have just overheated since I left it running all afternoon, plus there’s a ton of dust in there (it hasn't been cleaned in forever)... I ran a virus scan recently too; I think it found just one thing, maybe a Trojan or something...

The OS is Windows 10 Home Premium, 64-bit, genuine copy...
And "what OS," he asks? Yeah, right...
