Best software for designing tri-fold brochures?

Does anyone know which software works best for designing a tri-fold brochure?
Does anyone have recommendations? You know, the kind where you print on standard letter paper and fold it into thirds to make it look like a professional pamphlet...

Man, I think Photoshop might have some kind of brochure template built-in, but honestly, I can't be 100% sure.

I remember helping a buddy out with some flyers once; he was doing all sorts of stuff in Photoshop. Now, whether he used a different program for the actual layout or just stuck to Photoshop entirely... I don't really recall.
