Why am I having trouble installing Photoshop?

I'm running Windows 8.1 on my machine, and whenever I try to launch
The program can't start because api-ms-win-crt-runtime-l1-1-0.dll is missing from your computer.
So, I went ahead and downloaded this "api-ms-win-crt-runtime-l1-1-02" file. But honestly? I'm a bit stuck. Does anyone know how I actually go about installing this thing?

You might be missing some "Microsoft Visual C++ redistributables." Usually, the installer handles the download automatically—it’ll prompt you first, obviously.

(Or perhaps you're missing a specific Microsoft .NET Framework version.)

P.S.:
To repair the “api-ms-win-crt-time-l1-1-0.dll is missing” error, put the file inside the application/game installation folder.
Alternatively, you can place the api-ms-win-crt-time-l1-1-0.dll file within the Windows system directory.

On my machine, that .dll lives here:
C:\Windows\System32\downlevel

Copy the .dll into that folder.
I don't know what your permission settings look like—when I mess around in there, it just asks me if I'm sure (I am). Done.

Better to verify the exact path the program is calling the .dll from yourself. Google:
Api-ms-win-crt-time-l1-1-0.dll location
