Best laptop for photo editing and storage?

Hello everyone.
I'm looking to pick up a laptop for my daughter for Christmas. She’s developed quite a passion for photography lately—and she keeps complaining that her old machine is slowing down and running out of space. It’s probably expected, given her RAW files are hovering around 20-30 MB each. She isn't interested in a desktop; as an ambitious amateur, she mostly needs something fast and efficient for photo editing and, obviously, storage.
No movies, videos, or gaming—just the usual day-to-day web browsing and staying connected like anyone else.
From what I've gathered in the comments, I should be looking for at least an i5 processor, 8 GB of RAM, and a minimum of a 256GB SSD—and I suppose I need to be careful about the graphics card.
Trying to balance her specific needs against price and quality—around $800-$900—I've narrowed it down to:

Dell Inspiron 15, 15.6" 1920x1080, Intel Core i5 8265U, 512GB SSD, 8GB RAM, Nvidia GeForce MX230, Windows 10, approx. $1,200

Dell Inspiron 15, 15.6" 1920x1080, AMD Ryzen 5 3500U, 512GB SSD, 8GB RAM, AMD Radeon Veg 8, Windows 10, approx. $950

Is it worth paying the premium here? Does the difference in the processor and graphics actually matter? Maybe someone knows of a better option? Both come with Windows 10 included.

Neither of those options is worth touching if you want to do photo editing, mostly because they lack an IPS screen. You really need to be looking for something like this:

intel: at least an Nvidia MX 150 + an IPS screen.
or
amd: a Ryzen 5 3500u + an IPS screen.

This is more along the lines of what you actually want. If a 14" screen isn't too small for you, grab it. It doesn't come with Windows, but you can snag a Windows OEM key on eBay for next to nothing $33 so that’s really not a huge deal.

Most of the decent 15.6" laptops were snapped up during the Black Friday sales, so anything under $600 right now is basically a graveyard of junk nobody wants or overpriced leftovers from last year.

This one is alright. It’s got an aluminum chassis just like that previous Dell, looks sharp, and has all the specs you need (minus Windows), but man, it's a bit pricey.

Thanks for the tip on the IPS panels. I suppose I'll do a bit more digging before pulling the trigger.
