I am looking to acquire an office computer—one that will strictly be used for professional tasks and never for gaming. It must come with an original installation of Windows 10. To ensure adequate performance, I believe a 120GB SSD is necessary; furthermore, having an additional HDD would be a welcome addition, though it isn't a top priority. My budget is around $4,000, though naturally, the more cost-effective the option, the better. It doesn't matter which retailer I use, as I intend to order online and pay via cash on delivery.

You could even get by with an Intel Celeron G1840. Just toss in a 240GB SSD if that's enough storage for you—and ditch the HDD entirely. Also, grab a better motherboard that actually has a USB 3.0 header, along with a case that supports USB 3.0.

If you think you'll need more breathing room, just add another 4GB of RAM (because that single stick listed above isn't even $67). Plus, don't forget you'll need Windows, which runs about $900 worth of... well, you know $333. As for the power supply, you can definitely go cheaper; I only suggested this one because it's modular. You could also use an H81M-HDS motherboard, but there isn't much of a price difference here.

Do you need a monitor as well?

A monitor isn't strictly necessary here. Perhaps the only real improvement would be if the case featured a USB 3.0 port on the front panel—that would be handy. Also, I am not entirely convinced that 8GB of RAM is a requirement; I am currently running on just 4GB paired with a Samsung 850 EVO 120GB SSD, and honestly, the system feels incredibly snappy in terms of speed.

You might want to consider picking up a higher-end USB 3.0 enclosure instead; take a look at the options and see what catches your eye.
