TV tuner card or HDTV monitor?

I'm looking to pick up a 23-24 inch monitor—budget is around $500 though I don't mind dropping more if the quality actually justifies the hit to my wallet.
Since this is basically going to be my main screen—or what my grandma would probably just call a "television"—I'll be using it for movies and stuff too. So, I'm wondering if it makes more sense to grab a monitor with a built-in tuner or just go the TV tuner card route.
I’d love some advice here—specifically, what are the pros and cons of a monitor with a tuner versus using a card? Also, if you have specific models in mind for either setup, please let me know.

I managed to get my hands on this Group of 22'' LCD TV monitor

so I was wondering, even though it’s technically a TV, can I just sit there and stare at it all day from close range like any other standard LCD computer monitor?😁
